敲响倒计时的钟声:借助奥林匹克精神的力量 北京冬奥会还有不到一个月的时间就要开幕了。 在这激动人心的最后阶段,回想起十四年前,全世界的目光都因北京夏季奥运会与残奥会而聚焦于中国,那种震撼的感受还恍如昨日。 2008年奥运会标志着现代中国的新篇章,是中国人民引以为豪的时刻。前国际奥林匹克委员会主席雅克·罗格盛赞这届奥运会“无与伦比”。 已接受国际奥委会邀请出席北京冬奥会的联合国秘书长安东尼奥·古特雷斯表示:“奥林匹克精神展现了人类最美好的一面:合作与团结、才华和包容。” 我就任联合国驻华协调员已近一年,很荣幸能在新的一年,带领联合国驻华系统见证北京再燃奥运圣火这一激动人心的时刻。 在世界仍与2019冠状病毒病疫情及气候危机等种种挑战斗争之际,各国间的同情、团结和友谊从未如此重要。 在不同肤色、不同信仰的奥运和残奥健儿即将齐聚北京、共襄冬奥之际,让我们共同回顾奥运在中国发展历程中留下的宝贵足迹,以及所面临的挑战。 体育与发展 联合国向来高度认可体育对和平与发展的贡献以及体育运动的传播对促进相互理解、友谊、非歧视、可持续发展目标实现的积极作用。 2008年的北京残奥会促使政府采取行动改善残障人士生活,保障其作为社会平等成员的权利,是奥运影响社会的绝佳典范。 2008年奥运会同样见证了北京及中国加速投资可持续交通、公共卫生和可再生能源领域,其重要影响延续至今。 借助奥运的影响,2008年,中国人均国内生产总值 (GDP) 约为3500美元,而到2022年,这一数字预计将高达1.3万美元。 奥运期间,联合国志愿人员组织、联合国开发计划署等联合国驻华机构与中国主要志愿组织建立了重要的伙伴关系,激励了中国的志愿精神,提升了志愿精神在中国的影响力。 在北京冬奥会期间,联合国驻华大家庭将再度参与创新项目,力求通过志愿者服务促进城市可持续发展。 联合国环境规划署驻华代表处也为国家政策倡议制定提供了技术支持和建议,以助力筹备绿色可持续奥运。 残奥会的再次到来也提醒我们,残障人士每天仍面临着各种挑战,残奥会应促成政府和利益相关方的合作。联合国教科文组织北京办事处正与本地和全球的伙伴积极合作,优先推动考虑无障碍和包容性议题,让残障人士发挥其全部潜能,不让任何人掉队。 在此背景下,秉持习近平主席强调的绿色、共享、开放、廉洁办奥理念,成功举办北京冬奥会与冬残奥会将成为希望的灯塔,彰显团结、韧性与国际合作在共克当前疫情中的价值。 一个更健康的中国 国际奥委会、北京奥组委和中国政府已明确表明,北京冬奥会的筹备工作正在安全有序进行中。考虑到当下奥密克戎毒株仍在全球范围内肆虐,我对所有应对2019冠状病毒病疫情相关的公共卫生措施表示欢迎。 正如疫情为各国政府和人民敲响了公共卫生的警钟,奥运会也促使人们更加关注身体健康的重要性。 健身养生一直是中国传统文化的重要特征,从武术以及中国大街小巷和公园里随处可见的锻炼中就可见一斑。 作为一名瑜伽和跑步爱好者,我也可以证明北京居民所享受到的空气质量正在改善。 预防非传染性疾病和保持身心健康敏锐是我对体育感兴趣的众多原因之二,《“健康中国2030”规划纲要》中也强调了这点。 中国的肥胖、糖尿病和高血压等非传染性疾病发病率正在上升,目前约有1.1亿人罹患糖尿病,约占中国成年人口总数的十分之一。预计到2040年这一数值将增至1.5亿。 如果不尽快采取措施,减少不健康饮食、缺乏锻炼等生活方式风险因素,这将造成严重的卫生、社会和经济后果。 联合国将与中国政府密切合作,力争2030年实现健康中国的建设目标,我也将继续以身作则,发挥表率作用。 借助奥林匹克精神的力量 纳尔逊·曼德拉曾经说过:“体育可以在那些曾经只有绝望的地方创造希望,比政府更能打破种族的壁垒,对各种各样的歧视都一笑置之。” 在此鼓舞下,联合国驻华大家庭已做好准备,发挥其作用,全力支持北京冬奥会和冬残奥会的成功举办。 让我们响应联合国秘书长安东尼奥·古特雷斯在新年致辞中所提出的号召:“这是面临巨大困难的时刻,也是充满重大机遇的时刻。把握这个机遇意味着团结互助、同舟共济。” 值此跨入2022年之际,让我们借助奥林匹克精神,为人类和我们的地球实现宏伟事业。 (作者:常启德,联合国驻华协调员) (常启德)
